JOB SUMMARY

Under general supervision of the Planning and Zoning Administrator, performs code enforcement and professional-level technical research. Conducts site inspections to evaluate compliance with City regulations and development conditions of approval. Responsible for taking steps per City policies to remedy violations. Work involves extensive communication with the public, across the City’s departments, and outside agencies, with a high degree of diplomacy.

 JOB FUNCTION

Essential Job Functions

  • Conducts field inspections to identify potential development and code compliance issues.
  • Performs detailed analyses of land use entitlement and engineering documents to assure conformity with development conditions of approval, regulations, and ordinances; conducts research of property ownership and entitlement records as needed.
  • Confers with developers and the general public regarding development compliance issues to achieve compliance and outline solutions for corrective action.
  • Responds both orally and in writing to any property owner, developer, business owner, or any other entity alleged to violate City code, planning and zoning regulations, adopted city policies, or other city regulations and pursues enforcement actions as needed.
  • Generates and maintains accurate documentation that will support the City’s position in a court of law and testifies in court as needed.
  • Works in conjunction with local law enforcement and the City attorney concerning enforcement of City codes, as necessary.
  • Makes recommendations to the Planning and Zoning Administrator regarding updates to code enforcement policies and procedures.
  • Maintains a detailed log of code enforcement activities, monitors progress, and adheres to established deadlines.
  • Performs all work duties and activities per City policies, procedures, and safety practices.

KNOWLEDGE, SKILLS, AND ABILITIES

 Required

  • Thorough understanding of the principles, theories, and objectives of state and local area laws, codes, and other regulations pertinent to planning, zoning, and community development.
  • Ability to read and understand complex site plans and construction documents.
  • Knowledge of research techniques and report compilation.
  • Ability to solve problems using the principles of logic.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to calculate figures and amounts such as proportions, percentages, dimensions, areas, circumferences, and volume. Ability to apply concepts of basic algebra and geometry.
  • Problem-solving and de-escalation skills.
  • Ability to present information in a group setting in an interactive manner.
  • Demonstrated skills using oral and written communication in the performance of duties, including internal and public presentations.
  • Ability to operate office equipment and computer programs. Specific skill in the use of MS Office Suite, particularly: Word, Outlook, and Excel, and department-specific software.
  • Ability to apply tact and good judgment.
  • Ability to establish and maintain effective working relationships with the public, officials, and co-workers.

QUALIFICATIONS AND EDUCATION

 Minimum

  • College-level coursework in city planning, construction management, criminal justice, or related areas.
  • Two (2) years of code compliance, law enforcement, planning and zoning, and/or construction management experience.
  • Or any combination of education, training, and experience that provides the equivalent necessary for satisfactory job performance.
  • Legally authorized to work in the US.

Preferred

  • Five (5) years of code compliance, law enforcement, planning and zoning, and/or construction management experience.

LICENSE OR CERTIFICATION

 Required

  • Possess and maintain a valid Idaho Driver’s License.

Preferred

  • American Association of Code Enforcement Certification.

PHYSICAL REQUIREMENTS

  • Requires navigating conditions as outlined in field inspections. Occasionally requires climbing and kneeling.
  • Ability to see, with or without corrective lenses, well enough to read standard text.
  • Ability to hear, with or without hearing support devices, well enough to converse on the telephone.
  • Ability to speak well enough to verbally converse with others, especially on the telephone.
  • Sufficient manual dexterity to write and operate office machines.

WORK ENVIRONMENT

Work is performed in an office environment with regular site visits in the field. These inspection visits require the employee to move over uneven land and inspect various parts of the site; may need to negotiate snowy, muddy, or wet surfaces.

WORK SCHEDULE

  • This job typically requires the employee to work weekdays (Monday – Friday).
  • This job requires the employee to occasionally work a varied schedule, including days, evenings, and weekends (Saturday and Sunday).
  • The position schedule is subject to change at any time at the discretion of management.

 

TRAVEL REQUIREMENTS

  • Local travel in a City vehicle is required.
